The Division of Administration is responsible for providing adequate human and financial resources to support the functioning of the Ministry of Foreign Affairs and Cooperation. It is also responsible for ensuring that all resources are deployed with maximum efficiency.
The Division consists of four sub-divisions: Registry, Finance, Personnel, Services and Security.
- The Registry maintains, classifies, and records all Ministerial documents. Files are graded as being either: Unclassified, Confidential, or Secret. Files accorded either of the latter two grades are stored under high security;
- The Finance sub-division prepares the Ministry budget. Approval is sought from the Ministry of Finance. It maintains an efficient accounting system that is transparent, accountable, and accurate;
- The Personnel sub-division is responsible for the planning and development of human resources. This includes recruitment, training, deployment, promotions, discipline, and maintaining the service records of Ministry officers;
- The main task of Services is to ensure the maintenance of buildings and the welfare of staff. The main task of Security is to ensure the physical security of the Ministry’s premises, and its foreign missions. It is also responsible for briefing and training officers.
Priorities of the Division
- Registry: to establish an efficient filing system;
- Finance: to ensure that the Ministry’s budget plan and its implementation adhere to the MFAC Annual Action Plan;
- Personnel: to fill all vacancies within the Ministry as soon as possible, as approved by the government. This section must also immediately prepare detailed Rules and Regulations (terms and conditions of service, including allowances, and facilities such as housing and education) for East Timor’s foreign missions, and obtain government approval;
- Services and Security: to provide adequate working space for the expanding bureaucracy, and equip each member with the appropriate tools for their delegated office tasks. It also must supervise the construction of the new Ministry building.
Information, Communications and Technology (ICT) Department
All information technology functions are currently under the direction of the Division of Administration. These functions will remain under the direction of the Division of Administration until adequate personnel are recruited in order to establish a separate Division of Information Technology and Communications to service the Ministry of Foreign Affairs and Cooperation.
The functions of current information technology staff include:

In the area of communications, dispatching, receiving, and processing messages throughout the Ministry;

In the area of electronic encryption, creating a special electronic encryption system for the Ministry;

In the area of technical assistance, installing telecommunications equipment and internal and external service codes of the Ministry of Foreign Affairs and Cooperation; providing and maintaining functioning technical conditions, ensuring repair when necessary; provide advice on all technical aspects relating to the adoption of new technology and equipment;
