The Division of Protocol, under the direction of the Ministry of Foreign Affairs and Cooperation, directly advises, assists, and supports the President of Timor-Leste, the Prime Minister, the Foreign Minister, and other important officials, on official matters of national and international protocol, and in the planning, hosting, and officiating of related ceremonial events and activities for visiting heads of state.
The tasks of the Division of Protocol are:

To organise State Protocol in accordance with international practices;

To define, organise, and direct the rules and regulations that ought to guide the etiquette and rules for state occasions in accordance with international practices and the customs of East Timor;

To ensure the observance, promotion, and implementation of the rules and procedures concerning dispensations and privileges;

To prepare, accompany, and organise the official ceremonies, receptions, and solemnities of State, involving the head of state, President of Parliament, Prime Minister, Government members and other entities on the protocol list;

To organise the protocol list of State precedence, as well as organise and edit the list of diplomatic corp in Dili;

To organise, in conjunction with the Republic Presidency, official voyages to foreign countries of the Head of State, instructing the respective ‘advanced mission’ and escort them through their visit;

To organise, in conjunction with the office of the President of National Parliament, the office of the Prime Minister and/or the office of the Minister of State and of Foreign Affairs and Cooperation, their official visits to foreign countries;

To prepare and attend the official visits and officious travels of the Heads of State, Presidents of Parliaments, Prime Ministers, and Ministers of Foreign Affairs, to Timor-Leste, and also other authorities or foreign entities which they are specifically bound to do;

To ratify the formulation of letters of credential and re-credential, letters that invest with full powers, letters from the office, and patent letters, as well as other documents/instruments or credentials to official delegations;

To arrange requests of accreditation or acceptance of diplomats or of Timorese consular employees sent overseas;

To issue diplomatic passports as permitted by the Minister of State, Foreign Affairs and Cooperation, and ensure the observance of legal precepts in matters related to its concession and use;

To prepare and send when requested, messages of congratulations or condolences addressed to foreign authorities or entities on behalf of the Head of State, the President of the National Parliament, the Prime Minister or the Minister of State, Foreign Affairs and Cooperation;

To monitor the observance and implementation of the international rules and precepts that regulate relations between Timor-Leste and foreign Diplomatic and Consular offices represented in the national territory and also their international equivalents;

To promote the execution of international rules and precepts that identify the diplomatic statute allowing the foreign diplomats, and others equivalent to these, living in East Timor to benefit from the exemptions and immunities to which they are entitled;

To arrange the registration in Timor-Leste of the automobile vehicles owned by diplomats or diplomatic administrations or those foreign residents residing in the national territory which benefit from the diplomatic statute;

To ensure the observance and fulfilment of international rules and precepts that oblige the State of Timor-Leste to ensure that foreign residents in national territory benefit from their diplomatic statute, their inviolability and security, providing them with adequate protection;

To issue identification documents to foreigners living in national territory that benefit from the diplomatic statute.
